When routing becomes more specific, further discussions take place with those landowners through whose land the pipeline will run. obtaining the land areas needed for pipeline construction requires an expropria- tion permit issued by the Government that specifies the terms and conditions set for the expropriation in greater detail. the agency responsible for the expropriation procedure is the national land survey of Finland. in 2010 Gasum was constructing two major natural gas pipeline projects. the 90-km pipeline section between Mäntsälä and siuntio affects around 750 landowners, and the 34-km section from lempäälä to sahalahti, Kangasala, affects around 300 landowners. both new pipeline sections will be put into use in autumn 2011. also underway in 2010 were five smaller-scale gas pipeline construction or alteration projects. in addition, Gasum launched preliminary plans and prepared an environmental report on the replacement of a natural gas pipeline dating back to the 1970s between imatra and lappeenranta (49 km/500 landowners). PARTICIPATION IN PUBLIC DECISION-MAKING the natural gas market is regulated in many ways, including through safety and environmental protection regulations, natural gas pricing regulation and tax and subsidy decisions that steer the development of the energy market. in 2010 Gasum was active in efforts to influence an amendment to Finnish energy taxation, with key channels used for influencing decisions being parliament and the Ministry of Finance. Gasum was heard by the Finance, Commerce, environment, agriculture and Forestry, and transport and Communications Committees and presented two expert statements requested by the Ministry of Finance regarding the tax issue. to supplement the statements, Gasum commissioned a report from consulting company pöyry on price competitiveness between fuels under the conditions created by the proposed tax model and impacts of changes in competitiveness on carbon dioxide and other emissions from energy production. the report inspired lively public debate. Gasum also sought to influence the decision on the feed-in tariff for biogas electricity. Gasum’s aim was to achieve a decision whereby the feed-in tariff would also apply to biogas used for transport. Gasum is a member of the Finnish Gas association and the bioenergy association of Finland (Finbio). as an employer Gasum is also a member of the Chemical industry Federation of Finland. Gasum is a cooperation member of Finnish energy industries (et). We are also represented in the energy Forum of Finland and the energy Committee of the Confederation of Finnish industries (eK). Gasum is also involved in the activities of the oil pool of the national emergency supply organisation’s sector for energy supply (see eU 21).
