At Gasum corporate responsibility entails responsibility for the impacts of our decisions and operations towards our stakeholders and wider society. Gasum seeks to operate with social responsibility, respect for the environment and financial profitability. Gasum is developing its corporate responsibility reporting and will apply the Global Reporting Initiative (GRI) guidelines in its Corporate Responsibility Report due for publication in June 2011. The most important key figures and details related to the themes identified are published in this annual report. STAKEHOLDER SURVEY Gasum conducted a stakeholder survey in late 2010 to find out which aspects of responsibility were regarded as the most important by representatives of the Group’s stakeholders. Responses were received from 107 representatives of Gasum’s external and internal stakeholder groups. According to the survey, The most important responsibility themes for Gasum are: 1. 2. 3. 4. openness; security of supply; the environment and safety; the current use and future of gas. Terrain surveys and detailed planning take place on the planned pipeline route before construction can begin.When routing becomes more specific, further discussions take place with those landowners through whose land the pipeline will run. Obtaining the land areas needed for pipeline construction requires an expropriation permit issued by the Government that specifies the terms and conditions set for the expropriation in greater detail. The agency responsible for the expropriation procedure is the National Land Survey of Finland. In 2010 Gasum was constructing two major natural gas pipeline projects. The 90-km pipeline section between Mäntsälä and Siuntio affects around 750 landowners, and the 34-km section from Lempäälä to Sahalahti, Kangasala, affects around 300 landowners. Both new pipeline sections will be put into use in autumn 2011. Also underway in 2010 were five smaller-scale gas pipeline construction or alteration projects. In addition, Gasum launched preliminary plans and prepared an environmental report on the replacement of a natural gas pipeline dating back to the 1970s between Imatra and Lappeenranta (49 km/500 landowners). 1. Openness GAS PIPELINE DESIGN AND CONSTRUCTION Gasum has a significant number of stakeholder groups connected to gas pipeline construction.When a gas pipeline is constructed in a new area, market surveys are conducted regarding potential customers, and negotiations are carried out with them regarding the use of gas. Natural gas usage is also discussed with local municipalities. The environmental impacts of natural gas pipeline construction are assessed carefully in the design phase. These assessments are used as a basis for the selection of those routing and placement alternatives and working methods that help minimise the burden on the surrounding natural environment and any disturbance to neighbours and landowners. The state of the environment receives particular attention in conservation areas and important cultural historical environments. Other existing and planned infrastructures, such as railways and power transmission lines, are also taken into consideration in planning. Preliminary route options are presented at public events, and reservations can be made in regional land use plans for natural gas pipelines on the basis of route planning. Gasum will publish its first Corporate Responsibility Report in compliance with the Global Reporting Initiative (GRI) guidelines on its website in June 2011. INTEREST REPRESENTATION RELATED TO MARKET DEVELOPMENT The natural gas market is regulated in many ways, including through safety and environmental protection regulations, natural gas pricing regulation and tax and subsidy decisions that steer the development of the energy market. As well as providing information about its own business, Gasum has the duty of supplying information regarding the natural gas sector on the whole in order to help government authorities and politicians recognise the consequences of decisions made by them. In 2010 Gasum was active in efforts to influence an amendment to Finnish energy taxation, with key channels used for influencing decisions being Parliament and the Ministry of Finance. Gasum was heard by the Finance, Commerce, Environment, Agriculture and Forestry, and Transport and Communications Committees and presented two expert statements requested by the Ministry of Finance regarding the tax issue. To supplement the statements, Gasum commissioned a report from consulting company Pöyry on 24 ANNUAL REPORT 2010
