BUSINESS TRANSMISSION SERVICES Natural gas supply reliability was high in 2010. Investments in transmission network maintenance totalled €25.7 million. Natural gas consumption in 2010 was characterised by major seasonal ﬂuctuation, brief peak periods and busy trading in short-term products. Gasum Oy has system responsibility for the Finnish natural gas transmission network, supply of natural gas and network maintenance and development.The transmission network is Gasum’s largest asset and a major part of Gasum personnel, around 100 employees, work in transmission maintenance duties. Gasum transmits natural gas imported from Russia along a Gasum-owned high-pressure transmission pipeline to customers and delivers it to them at a lower pressure via pressure reduction stations. The high-pressure steel pipelines are laid at a depth of 1−2 metres and marked with signposts along the way. The transmission system also includes valve stations, compressor stations and communication masts. Compressors are used to raise natural gas pressure and that way increase ﬂow in pipelines. Valve stations are needed to shut off pipeline sections from the network for reasons including maintenance work. The functioning of the network is monitored using a speciﬁc monitoring system that employs electronic data transmission. The easternmost point of the network is located in Imatra, which is where the volume and quality of natural gas entering Finland is measured. The westernmost and also the northernmost point is in Ikaalinen. Natural gas transmission service pricing is based on the capital tied up in the transmission network and on the costs arising from transmission network usage and maintenance. The reasonableness of transmission service pricing is overseen by the Energy Market Authority.This regulation takes place over periods of four years.The current four-year regulatory period started at the beginning of 2010 and ends at the end of 2013.The Authority monitors issues such as the reasonableness of the rate of return on transmission prices and the quality and efﬁciency of operations. MARKET REVIEW The year 2010 did not see the connection of any major new plants to the transmission network. New local distribution networks were connected to the Gasum transmission network in Kausala, Iitti, and Länsimäki, Vantaa. The introduction of the new M2010 Pricing System also resulted in a transmission pricing review, with no changes made to the relationship of prices between payment components. Payment components comprise the delivery point charge, the transmission capacity charge and the delivery point transmission charge.
