EMERGENcY PREPAREDNESS EXERcISE IN IMATRA An exercise was organised at Gasum’s Imatra reception station to prepare for a situation where damage to the natural gas pipeline results in a gas leak and gas catches fire. The aim was to test the functioning of technical equipment such as emergency automation and the alarm system, the sufficiency of the station’s own fire-fighting equipment, employee response measures in an emergency situation and leadership between the various parties involved. The exercise was designed by the South Karelia Rescue Service Region and led by chief Fire Officer Jukka Valtoaho, with the South Karelia Rescue Service Region, the Police and city of Imatra Patient Transport participating. because the exercise took place in the border zone, the border Guard monitored the proceedings and was prepared to send in equipment such as a helicopter. Gasum’s occupational health care provider, Terveystalo Oy, also participated by directing first aid administered by Gasum employees. Other participants were Gazprom Transgas St Peterburg’s control room and twenty external observers who reported on exercise performance and their observations, which will be used to further develop emergency response activity. soil and groundwater as well as minimising adverse effects experienced by local residents and landowners. At the route planning stage advance opinions are requested from public authorities and all stakeholder groups affected by the project. Routes are designed taking care to minimise visibility and adverse effects in the natural environment. The construction of the natural gas pipeline can be seen in the environment and may even result in permanent changes in the landscape. Permanent changes mainly include blasted rock faces and cut sections of forest along the route. Adverse effects during construction are prevented by adapting the construction schedule as appropriate for the season and using environmentally-friendly construction technologies such as drilling and drawing methods that help avoid open cuts and use of heavy machinery in the areas affected. Pressure in pipelines that need to be emptied before new sections of pipes can be connected is lowered as much as possible to minimise methane emissions. Environmentally best route chosen for the Mäntsälä–Siuntio pipeline The report on the environmental impacts of the natural gas pipeline constructed between mäntsälä and siuntio was completed and submitted to the coordinating authority, the Uusimaa Regional Environment Centre. in December the Centre stated that the report is sufficient and fulfils the statutory content requirements set for Environmental impact Assessment reports. Consisting of 106 A3 pages, the report assesses the project’s impacts on issues such as land use, urban structure and economic activity, the quality and perception of people’s living environment, traffic, natural ecological conditions, soil and bedrock, waterways and landscape and cultural environments.The assessment examined several sections of the route, which were compared to create two alternative routings for the natural gas pipeline. A separate statement regarding the Natura sites along the route was issued by the Regional Environment Centre. in its statement the Centre did not take a direct stand on which of the alternatives was the best. Hearings to prepare for land expropriation were, however, held for both of the route alternatives considered, and Gasum has applied for an expropriation permit for the southern alternative. 29
