According to current information the drafting of the new tax legislation will proceed at the ministry of finance on the basis of this model and will be brought before Parliament in summer 2010. State ownership under media attention There were no changes in Gasum’s ownership structure during the year under review. Gasum still remains primarily under finnish ownership, with fortum being the largest shareholder with 31%, while the finnish state owns 24% of Gasum’s shares. The other owners are Russian gas supplier Gazprom with 25% and German E.ON Ruhrgas with 20% of the shares. Gazprom and E.ON are also major shareholders in the company constructing the Nord stream offshore gas pipeline in the baltic sea. The finnish state has grouped its associated companies under three categories: companies in which the state mainly or merely holds an investor’s interest, those in which the investor’s interest includes a strong strategic interest and those in which the state has a special ownership interest related to regulation or government duties. Gasum belongs to the second category, which also includes other energy and infrastructure companies. in 2009 there was plenty of media coverage on the various aspects of the operations of the state’s associated companies, including on remuneration and pensions arrangements and support for political activity. The state Ownership steering Department advised that all associated companies should draw up ethical guidelines. A summary of Gasum’s ethical guidelines in finnish can be found on Gasum’s website.
